The two co-chairs of Fantino election fund raising committee : Sam Ciccolini and Michael Degasperis.
1. An admission at the January Board meeting of the Vaughan EDA by Sam Ciccolini (who was not on the board at the time) that he had a second account, and where he told the Directors that had approx. $300,000 in it.
2. When the minutes came out, many months later, the discussions on the second account were deleted. Ciccolini responded by email to Directors, with confirmation they had the second account.
“The email that Richard send [sic] is incorrect, the reason the we have the second
account stil [sic] open is that Mirella felt that it would be best to have the TD
account as they have been good to us and there were some trasactions-cheques
that have yet to clear and at some point we would close it. I do not remember
any vote taken on it, could be wrong…. I remain Sam Ciccolini”
The issues are essentially outlined in this email: second account exists; they are still collecting money into the account; and, there was NO VOTE for a second account.
3. Copies of two cheques written off the Fanitno by-election account, both made out to Vaughan EDA, (electoral District assoc) one $17,000 cheque deposited in TD Bank (where Vaughn riding assoc bank acct has been for years) and second cheque $100,000 deposited into Italian Bank, where Cicoolini is a Director and where Fantino’s election account is…
4. The response to the Elections Canada request for more information regarding the VISA/Master and Paypal donations. The donations don’t add up, and the accounts have been retyped manually as opposed to filing the originals.
5. The Vaughan EDA Director’s meeting have outlined BOTH accounts. They fully admit there are two accounts, and both accounts are still being used. The second account was not disclosed as an EDA account in December 2010, for the March mandatory filing with EC. According to Ciccolini, the account already had $300,000 in it, as of January 18 Director’s meeting. The only fund raisers held were Fantino campaign fund raisers. The money from the VISA/Mastercard and Paypal (VMCP) donations had to have been deposited in a second account first and we suspect (and cannot prove until EC asks for a copy of this second acct) that this second account was used to deposit the VMCP donations, as the Vaughan EDA disclosures to EC, as of Dec. 31 2010, do NOT have these donations listed.
The VMCP are the key to the proof, and given Fantino agent manually retyped the donations into a spreadsheet, and didn’t provide the actual VMCP accounts, the actual account where the money was deposited, remains unknown….but this is proof there is a second account that accepted the donations and then transferred.
6. In addition, the dates are problematic for Fantino. The manually retyped VMCP statement shows the deposits being made on Feb 14, 2011 for a lump sum of $24099.53. (page 6 of 6 on attached by-election Bank Statement) The donations show on the manually retyped account, that the donations were actually received and receipted (and accounted for as Fantino campaign donations) starting Nov. 7 2010 and ending Nov. 25 2010. (page 8 and 9 on attached Response to EC Request) .
7. Donation lump sum transfer doesn’t add up.
The donations were collected into a second campaign account and then transferred. The documents prove this. The only issue is where is the second account, why hasn’t it been disclosed, and what other donations were collected into the account, and what other money was spent out of the account? EC HAS TO GET THIS ACCOUNT…. And so far is not stepping up to the plate. Unless there is a third campaign account, because of the admission of Ciccolini in the January 18 2011 meeting of the Directors of the Vaughan
EDA, that there was $300,000 in the account, and that Mirella is still collecting donations, the second account disclosed (but not reported or disclosed to EC) is likely to be the second campaign account.

I have to say that if you were as attentive at the AGM as you are in crafting this accusatory article. You would have received enlightenment on the subject, but you chose to wear your self righteous robe’s which shows your narcissistic characteristic.
Finally, why do you not just ask the questions? I would gave you the answers. Oh I forgot, I did that routine with you and you did not like answers. Keep writing sour grapes, oh and remember keep the info accurate and not libelous I printed your article.
